Referees play a critical role in ensuring matches are safe, fair, and enjoyable for all participants. This page brings together game management resources, safety protocols, and development tools to support referees officiating youth rugby across Utah. By providing clear standards and consistent references, these resources help referees manage matches with confidence, apply the laws of the game consistently, and contribute to a positive environment for players, coaches, and spectators.

Utah Rugby Referee Society (URRS)
The Utah Rugby Referee Society (URRS) trains, mentors, and supports referees across all levels of rugby in Utah. As a 501(c)(3) nonprofit, we’re committed to growing the game through excellence in officiating, community connection, and ongoing development.
Established in 2000, Utah Rugby Referee Society has continued to provide match officials to all levels of rugby played in the state of Utah. From mini rugby to professional league competitions, we ensure that you are provided with the appropriate level match officials.
As a Referee Society, it is our goal to promote and support every activity aimed towards the development of referee's, player's, and coaches' understanding of the Law of the Game. We have over 100 referees and 11 Coaches of Match Officials (CMOs) to assist with referee development.
Utah Youth Rugby works hand in hand with the URRS to ensure all our game meet the standard that is appropriate for youth rugby development in the United States.
